Add a node.js installation command within a dockerfile

The docker hub build failed due to the duplicate psycopg2 requirement

Since there is no demo or us site anymore we can simplify the structure
somewhat by moving the sandbox one directory up

The container only runs an uwsgi process and uses the
default sandbox settings for now.
