With the advancements in layer suspension it should now be ok to do.
Users can still mute the camera themselves if they so desire.

Having the camera enabled while in the background is a separate effort.

Replace the invite button, which is accessible within the participants
pane.

Show the screen-sharing button in the toolbox when space allows, and fix
it so it's rendered when outside the overflow menu.

Also, ignore the toggle screenshare shortcut when the video sender limit is reached.

This fixes an issue where the user muted by focus is able to unmute themselves even when the sender limit has been reached.

Jicofo sends a presence when the audio/video sender limit is reached in the conference. The client can then proceed to disable the audio and video mute buttons when this occurs.

Toolbars are now dummy containers.

The functions need not return anything, or it will be dispatched as another
action.

toolbox/functions has functions that are specific only to web,
specifically defaultToolbarButtons. This has caused the native
build to attempt to bring in a web dependency which leads to a
build error. The fix for now is splitting web functions from
native functions to resolve the build error.
