Video SSRC has to be generated for the recvonly stream if there are no
video tracks in the PeerConnection.

Make sure there are options to set the extension ID and an enabled flag for
both Chrome and Firefox.

Removed checking for deprecated configuration options: desktopSharing,
chromeExtensionId and minChromeExtVersion.

Fixes crashed when null stream (muted) is being removed.

Add 'replaceTrack' method to API, make all replace track operations local (use same ssrcs so no need for source-add/source-remove)

JitsiConnectionEvents.CONNECTION_FAILED with SERVER_ERROR will be
emitted when the XMPP connection is closed due too many 5xx HTTP errors.

Simplifies the main condition as suggested by H. Terezov

Fixes an issue where the user would end up stuck in disconnected if
the video muted signalling arrived after the timeout. Also reactors
the way how the output status is figured out.

Currently if RTCPeerConnection is closed (an event is delivered) and we haven't called close method ourselves, this means browser has closed it due to suspending the PC.
